The University of Foggia was founded in 1999 as an autonomous university split from the University of Bari, in response to growing demand for higher education in the Foggia province. Foggia was one of Puglia's major provinces without an autonomous university, and its founding was seen as an act of justice for a historically disadvantaged territory.
From the outset, the Foggia university focused on medicine — building the Riuniti University Hospital — and agriculture, consistent with the Tavoliere's agricultural vocation. Partnerships with agricultural cooperatives and agri-food companies made the university a strategic partner in local economic development.
During the 2000s, the University of Foggia expanded its offering to include economics, law and education sciences. In recent years it has invested in digitalisation of services and international openness, with progressively improving results in the national CENSIS rankings.
